MINUTES
Meeting in the Rufford Village Hall
Monday 21st October, 2002.
Present.
Cllrs Grace, Gordon, Colling, Rimmer, Lee, Ashcroft, Cummings
plus 12 members of the public.

Grace then asked Cllr Lee to record the minutes.
Minutes
of last meeting.

That the minutes be verified as a correct record and signed.
Matters arising.
A59 Speed Limit etc.
Letter was presented from the Highways Agency which stated
that the objection to the above proposals had been withdrawn
and therefore work should start in the next few weeks.
Community Futures & Public Transport Grant.
Cllr Lee gave a report on the last meeting of Community
Future an also on the
exhibition held in the Village Hall the previous weekend.
The
Public Transport Grant was also discussed and this caused
comments to be made by the public. Also discussed and
the Parish Councils position made clear In Any Other Business
at the end of the meeting)
Finance
Report.
Cllr Gordon then gave an update on the position of the
Parish Councils finances.
Management Plan
The
5 year Management Plan for the recreation area was presented
and was Proposed by Cllr Gordon and Sec Cllr Cummings
that it should be accepted. Unanimously agreed... Mr.
Steve Kent WLDC and Alison Whitehead of Ground Work, Chorley
were also involved in this project. Enquires to be made
at WLDC whether planning permission is required for this
project. Copies of the plan and maps to be displayed in
the Village Hall, copies also of the "Manor House
Farm Marina" Planning Restrictions to be displayed
also in the Village Hall for public viewing.
General
correspondence.
Smithy Lane. Holmeswood.
Letter received from LCC stating that calming measures
etc would not be considered for this road.
Members
of the public were then asked to get all local people
to write in to WLDC and also their local M.P. requesting
that consideration should be given to having the grassed
area in the front of the houses in Smithy Lane turned
into a play area. This area belongs to the WLDC not LCC.
Wiggins
Lane. Holmeswood.
The clerk to inform LCC that the "Wiggins Lane"
sign as been moved and is now on the B5246.
Shelter.
Recreation Ground. Rufford.
The five young members of the public who attended the
meeting requested (via their spokesperson Miss J. Askew)
that the Parish Council consider erecting a shelter somewhere
on the grounds for them to use. This matter to be looked
into and if acceptable will be included in the precept
for the next year - Cllr Ashcroft to investigate and provide
details in writing of the type of shelters presently in
use at Mawdesley. The clerk to also enquire from WLDC
what size of shelter can be erected without planning permission
