Meeting in the Rufford Village Hall
Monday 18th November, 2002.
Present.
Cllrs, Grace, Gordon, Lee, Ashcroft, Colling, Rimmer,
Cummings and three members of the public.

That the minutes be verified as a correct record and signed.
Matters
arising.
A59. Liverpool Road.
The Highways Agency have now confirmed that the new speed
limit should be in place by early 2003.
Shelter
Recreation ground.
Details still awaited from the WLDC in respect of planning
requirements. Further meeting to be held under the auspices
of Cllr Ashcroft with the local youth, this meeting to
be held in the Village Hall at 6.30 p.m. Monday 16 December
2002
Community
Futures.
A letter received from this organisation stating that
further funding had been received in conjunction with
work until the end of March 03. Our subscription towards
the newsletter had now been returned, due to additional
funding received.
Finance.
A resume of work carried out and the costs to date was
submitted. Finance Cttee due to start appraising the estimates
for next year, including the precept.
Request for a grant (£8000) has been submitted to
WLDC with regard to the Holmeswood Village Hall site in
relation to sports activities and drainage. There are
also hopes that further grants relating to the 5-year
plan (Woodland Project) will be forthcoming. Children
North West and Dial a Ride have both asked for donations,
these requests to be studied by the finance Cttee and
reported back at the next meeting.
General
correspondence
Footpath No 24.
LCC have received a request for the part diversion of
this footpath. The Parish Council have no objection to
this diversion as it as been in unofficial use for several
years.

LCC to be informed over the following.
1. Numerous potholes appearing in the road from "Moss
End Comer" up to the Tarleton boundary sign
2.
Complaints are still being received about unofficial parking
of vehicles on the grass verge opposite "Willow Cottage"
Holmeswood.
3.
Coping stone on the wall affronting "Old Hospital
Site" is in a dangerous condition and needs urgent
repair. Greenbelt Co to be informed. (between Cousins
Lane & Lodge)
4.
Bus Shelter by the "Hesketh Arms" damaged twice
in one week. Police informed.
Street
Lamps.
Lamp No 2 Sandy Lane, Holmeswood. Re-erected several months
ago, not yet relit.
Sluice.
River Authority to be informed that the debris in the
Sluice at the Brick Kiln Lane
Bridge has not yet been removed.
Brick
Kiln Lane.
Water Tap Cover missing near the junction with New Rd.
Fayre
Game.
Planning application 8/99/0185.24.02.99. Conditions attached
to application.
Condition No 10 states that work should be carried out
within 3 months as not yet
been done. WLDC to be notified of same.
Traffic
problems. School Parking
The School Governors and the police are looking into this
problem, including the spilling over of parking in "The
Paddock" (private road) Copy of notice that is being
used in Sephton for parking outside schools to be sent
to LCC for their consideration.
