Meeting in the Rufford Village Hall
Monday 16th December, 2002.
Present.
Cllrs. Grace. Gordon. Lee. Rimmer. Ashcroft. Colling plus
three members of the public. Apologies. Cllr Cummings.

That the minutes be verified as a correct record and signed
Matters
arising.
Youth Shelter
Cllr Ashcroft held a meeting (prior to the Parish Council
meeting). With the youths of the village to discuss their
request for a shelter. A further meeting to be held at
6.00 p.m. on 20th January 03 in the village hall to discuss
the matter further. The Parish Council to send along a
small committee, the spokespersons to be Cllr Gordon &
Ashcroft.
Recreation
Ground Closing Times
Opening and closing times of the recreation ground to
remain as per Byelaws.
Planning
Items
The clerk to again write to the WLDC in respect of the
lack of control over the planning on the three sites listed.
1.
Fayre Game.
Conditions laid down relating to above regarding time
factors i.e. Conditions 3 and 10 not complied with.
2.
Goods Yard, Station Road, Rufford.
Numerous complaints were raised in writing about this
site which have not yet been dealt with i.e. Noise levels
and all night working. Planning permission not yet given
over site.
3.
Sluice Lane Site.
After numerous complaints by ourselves and local residents
WLDC to be asked for a written update on the site giving
details of all the business's using the site and which
have not received planning permission
Community
Futures.
New person now in charge, Mr. Martin Trengrove. Steering
Group meeting to be held in January followed with a public
meeting late January early February 2003.
Finance
report
Rufford Village Hall Ext.
Details of the proposed extension with costings has been
submitted to the Parish Council for their consideration.

Sec. Cllr Rimmer
That this should be passed to the finance Cttee for their
perusal. Agreed that a letter of thanks be sent to Mrs.
Lee for her efforts in this matter.
Traffic
Problems
The Parish Council agreed that a figure be placed in next
years precept for a survey to be carried out to study
the problems of parking around the school areas when parents
bring children along prior to them being transported to
various schools.
Automatic
Vehicle Identification.
£500 to be included in next years budget towards
the above schemed. Laptac representatives to support the
scheme when raised at the next meeting.
General
correspondence.
A letter received from the Lancs Community for Road Safety,
Mobile Speed Enforcement was placed before the council
and the following sites of concern were noted and to be
passed on the required authority.
a. B5246 from Cousins Lane onwards.
b. Tootle Lane.
c. Cousins Lane
d. Brick Kiln Lane.
e. Wiggins Lane. Holmeswood

Appeal now made to the Sec. Of State.

Installation of Sewerage Treatment Plant & Drainage.

This junction with the B5246 is still causing visibility
problems.
