MINUTES
Meeting in the Rufford Village Hall
Monday 20th January, 2003

Present.
Cllrs. Grace. Gordon. Lee. Rimmer. Colling. Cummings plus 6 members of the public.
Apologies.

That the minutes be verified as a correct record and signed.

Matters arising.
Fayre Game, Goods Yard Station Rd, Sluice Lane, WLDC confirmed that these matters are being looked into.

Youth meeting.
The meeting arranged for 6.0pm on Monday 20th January did not take place and a further meeting to be arranged.

Community Futures. Cllr Lee.
The Steering Committee of the above met during the week I3-17th Jan.03. Results of the survey carried out in the two villages will be presented to the public at the next meeting on Thursday 6th February. Each household will be notified of the meeting. The Parish & Town Plan Application form, for the grant re the Parish Plan, in the sum of £5783 was signed by the chairman, agreed by the council and sent off.

Finance. Cllr Gordon.
The Precept for 2003-04 was agreed by the Parish Council in the sum of £34969. The financial estimates for next year were put to the council and also agreed. Meeting to decide these figures was held on the 14th January presented at this meeting and recorded accordingly.

General correspondence.
Recreation Ground/Village Hall.
Prop Cllr.Gordon. Sec Cllr Cummings. That it be minuted that complaints were received from two residents of Flash Lane. Mrs. Crocker and Mrs. Gregory over the use of the Village Hall at New Year by the Cavalier Caravan Club. No other organisation had made any request to book the hall for this evening. The Village Hall Committee approached the Parish Council when the request was received and the Parish Council agreed with the request. It must be recognised that the Parish Council are in control of the Recreation Ground and the Village Hall Committee are responsible for the hall and all functions held there.

General complaints.
Chapel Lane. Holmeswood.
After heavy rain the whole road is liable to flooding and needs attention.
B5246. Holmeswood. Numerous pot holes have been reported in the roadway between the village of Holmeswood and the Mere Brow boundary.
Brick Kiln Lane - Cousins Lane Rufford. Hole in this path needs urgent attention.
Sluice. Brick Kiln Lane. Debris still in the Sluice after reports that it had been attended to.
Holly Lane, Rufford. This road constantly needs attention and it is now felt that it needs relaying not just patching up.
Footpaths 6. 11.24
Complaints were received over the diversions relating to these paths. The chairman stated that the Parish Council report to L.C.C. any comments they receive and it is the duty of the County Council to make their own recommendations etc. The Parish Council only comment when asked to do so by the County Council.
The Grove. Youth & Community Centre. Notification of change of personnel at this centre.
Best Value Inspection. Planning Services. ~ Cllr Grace to attend a meeting on the 28th Jan 03 a 9.0am in the council offices
O.A.P Bungalows. The Grove. High Sands Ave.
Community Wardens to be asked to keep a check on this area. Mr. Lussey to be
informed.
Post Office. Rufford.
Turning area outside this building needs remarking, LCC to be informed.
Sewerage.
Presently being pumped into sewer (from tankers) by the school. Enquiries to be
made over this matter.
Litter Bins.
WLDC to be again informed over the general untidiness of the village, in the main
caused by litter bins not being emptied regularly enough. WLDC to be informed.

Minutes
The Parish Council agreed that if in future a resident of the villages made a request for personal copies of the minutes the matter would be discussed at the next meeting. It is expected that the request is made in writing and states the reason for the request. if agreed a copy of the minutes will be sent to that person following the meeting when they are approved. Mr. Harrison of ' 'The Garth" Sandy Lane. Holmeswood was given permission to receive a copy of the minutes when approved.

The Parish Council were of the opinion that restrictions should be placed to avoid commercial vehicles etc using this as a through route between the A59 and the B5246.
