MINUTES
Annual General Meeting of Rufford Parish Council
Held in Rufford Village Hall
Monday 19th May, 2003

Prior to the meeting P.C.Rowe spoke to the members of the Parish Council asking for comments or problems that require assistance.

Present.
Cllrs Grace. Gordon. Lee. Ashcroft. Rimmer Colling Cummings plus seven members of the public.

All councilors signed the "Declaration of Acceptance of Office" form.

Election of Chairman
The Vice Chairman having declined the position of chairman it was proposed and seconded that Cllr P.G.Grace be re-appointed chairman.

Matters arising.

Sluice lane. No action yet taken on these sites although repeated requests have been made.

Finance
Councillor Gordon gave a progress report on work to date.
M. Dolling has carried out the half yearly survey of trees. Numerous trees need
attention, one needs attention urgently.
Chairman to approach the manager of "Myerscough College" to see if the trainees
would like to carry out branch lopping etc on the recreation ground as part of their
work experience. In line with the recommendations of Mr. M. Dolling.
No damaged trees overhanging the property in Flash Lane.
Due to the planning application with regard the Rufford Village Hall requiring revision, the architect has been asked to revise same, wooden windows frames instead of plastic and the design be more traditional. The full additional cost to be approx £8000. This will cover future low maintenance.
Parish Council accepted this proposal.

Community Futures
The progress reports from the various groups were presented.
Youth Cllr Ashcroft. Further meetings to be held.
Street Cleaning etc. Mrs. Danby. Letter from WLDC states that a survey of bins and cleaning will shortly be carried out
Hesketh Arms Site. Mr. Pickavance No further progress to report.
Traffic. Cllr Gordon work started on the A59. No details of survey on B5246.
Community Mr. Quinlan (away on holiday) Nothing to report.

General correspondence.
Burscough Football Club.
Letter of congratulation to be sent to the club over winning the F .A. Trophy on the 18th May.2003.
H'wood Tennis club.
Letter recd from the club requesting that urgent attention is given to the drainage
problem at the Holmeswood Village Hall site. Cllr Gordon requested to arrange for the contractors Mr. J. Whittle to carry out this as soon as possible.
LAPTAC
Copy of the accounts for years 2000/2001 & 2001/2002 received and agreed.
Rufford School.
Notification to remove tree at the rear of the school and adjacent to The Paddock was received. No objection from the parish council to this.

Any other business.
Swing repairs. New style chains now placed on the swings but the extended matting still to be done.
Scouts bonfire.
Letter from the solicitor of the above organisation over the conditions laid down
regarding the event.
Countryside Agency (Real project)
Meeting in H'wood Village Hall on the 9th July regarding the Village Plan.
Liaison Officer for Parish Councils.
W.L.D.C have now made the appointment of the above officer.
